Hi, Am also getting the same message,have applied 3 times now...IS getting a ECA at this stage compulsory ??

I have uploaded my profile a few times and it say's ineligible and am not sure why as i meet all the criteria and also on various site when i check my eligibility i get through. Any guess what may be the problem. Also wanted to check if ECA is required at this stage ?? or it's required once...
