The status that will have the mailed out 4th row is "COMPLETE" Your card is mailed out when the status shows "Complete". Hope this helps.

To add to the previous response, you can go from the first PR Card to citizenship if you meet the requirement after 5 years.

I guess you are worried about semantics, which does not stop the progress of your application. If all requirements were met and documents submitted also complete, you should be good.

When you hold a lease, that is proof of address. Hotel, AB&B etc. may not be an acceptable address. While traveling around, did you have a place you called home? A friends or family address where you received correspondence? That could be it. Maybe quite a number within the 5 year period.

Use to be between 2 to 3 days to move from step 3 to mailing out the card prior Christmas. Guess the new lockdown has extended that timeline further.
