The thing i was initially french educated all of school life..but since then i didnt practice it well.. I am sure i can do well on the reading and listening but speaking and writing will be tough so need to study it again to remember ... I thought can wait a bit if there is a chance to any CRS...

I don't think there is need to recreate a profile. anyone with a valid EE profile is eligible for an NOI. Plus, no one can simply apply to the OINP if no invitation was received !

So it's obvious that there are many applications in queue, and they are responding by "Initial Processing" which is the step where they maybe run the completness check and in case the CAP is reached they inform the applicants about that. I hope that this is not the case.
