ATIP notes ..it makes no sense...the date is before my test and was created in February 2018 and i am still "in process"

On my notes, it states in outgoing correspondence that a citizenship record of decision was sent out and there was a pdf attachment but I never received this? What does this mean?

It is meant to take 30 calendar days but I have been waiting since 16th March 2018

I did speak with them but they said everything was in order and 12 months processing time
