Was asked to mail photo to Kitchener office, PR card sent from Sydney case processing centre.

Update Photo sent on Nov. 7 PR card received on Nov. 20 COPR - showing on dashboard in IRCC account, BUT not receive email or mail COPR document yet. Is this normal??? since PR card received but not COPR.

No, I didn't. The last one received before final decision was biometric update. :)
