I'm from Moldova. My file reached Quebec in November 2015, CC charged on Dec 4th 2015.

Today I got my CSQ, it was sent on May 10. I applied in Novemeber 2015. My work experience falls under 2174 programmers and web developers. Good luck to anyone else waiting.

I have to disagree with your statement. I've been sending test emails from 00:00ADT to see if somehow they open their doors earlier, and got the "monthly quota reached" automated email each time. I submitted the EOI from the same email each time.

From a technical point of view, the email server should be busy processing all incoming emails, so if there are any email going out, the will probably come with delay. I must say I submitted my EOI at 8.30 sharp, and got a "monthly quota reached" message almost instantly. I re-submitted at 8.31...
