Hi I have applied in Dec 2014. Received on Dec 30 bank draft cashed 4 weeks ago but no file number yet! Is this normal to wait this long for file number?

I've heard that if treatment is going to cost over 5k dollars application will be refused but if it's minimal cost it will be ok. Have you got your file number yet? If so when did you get it?
