Thanks kingskid. When issuing PR visa, the visa office actually cancelled his student visa. So I guess the best choice for him is option 1 "Go to a immigration office in his province to process landing documents" after his father has landed.

I think many would do it through a lawyer, I have not decided yet, still collecting information. It seems it's possible to do it by yourself.
