Can anyone please guide on this part - My parents don't speak/write English so I'm filling all their forms online (meant for Principal Applicant) . In such case, do I need to submit "Use of representative form IMM5476" ? Or this for is only required if we had hired any immigration consultant ?

nope. as per forum posts its mostly Ottawa. They might get transferred to local VO as part of work redistribution, but not always. Your GCMS notes should clearly indicate VO you're assigned to.

I had similar case when WES revised my report. I have only submitted my latest WES. So far, as per GCMS notes, my WES assessment has passed.

As per CIC report 80% of the applications are processed within 4.7 months (FSW). Sad to be a part of remaining 20%.
