I called IRCC, they confirmed that on July 4 the background processing started. July 22 I received an Ghost update on my GCKey and the IRCC hotline officer confirmed that there was update on background which is Criminality & Security were done and Info sharing is in-progress.

Usually 3-4 weeks you will receive an update via webform, then after that on your GCKey account. For mine it took 3 weeks when I had a reply from my webform then after a week in my GCKey.

For OINP, local MPP might help especially if they are Conservative. As far as I know MP's can help when it is on PR application (study, work permit) because IRCC is through Federal.
