That is wrong information. Work experience under PGWP does count as eligible work experience. To get points for 1 year of work experience it has to be continuous. Any work experience obtained during a study permit is not eligible.

If you are needed in the job market you will easily find an employer willing to apply for LMIA or a province to nominate you. That's the rationale of CIC.

The pay stubs are "where available". The employment reference letter is required. They also require business card of the person writing the letter. This is for each of the job experiences you mentioned in your express entry profile.
