Hi,can you explain,I don't get it why is important what number is on your file number? I received file number ,and my PNP application was received 2. December of 2014, file number starts with SO 17-xxx ?what does it mean?

I dont think this is right,because they only accept NOC A,B,O and rtuck driver is NOC C .Can someone help ? My hisband is working in BC as a long haul truck driver,we applied for BC PNP a month ago.We would love to go with Express Entry,but Im afraid it's not possible.Anyone?
