And by the way personal details became in progress when I click on check for completeness everything is ok. I deleted my EE profile thrice and recreated, tried 3 browsers but same issue.

I think you will need to create a job bank account first before creating an EE profile. There is no submit button if you wont create job bank, that is for my case.
