When I called the bls, their customer service representative wasn't aware of the new 45 day timeline as well. Having said that, it may get processed under 45 days as well. It used to take 5-7 days until 2 weeks before. The new processing time is also updated in the below links...

I think you should be able to edit the funds while OINP nomination is under progress. Would recommend to try that first before creating a new profile!

Yes! For PNP, they would ask for Schedule4 and Schedule4A. Though S4A might not be applicable (as it is relevant only for Business Nominees), you can provide a LOE that you are submitting S4 proactively and explain that you r not submitting S4A as it is not applicable to you.
