Well you need to contact your college anyway, I have my PG from UK University, I emailed them scanned copy of WES transcript request form, paid 25 Pounds duplicate transcript fee plus 8 pounds for delivery. They dispatched it directly to WES very next day and it was delivered a day later.

you need to give ECA number, which is printed on top right of your actual report, its your reference number with three alphabets in the end, mine was XXXXXXIMM. Hope this helps !

WES require you to send academic record request form with all the transcript you send them, WES reference number is mentioned on request form, so you need to request your institution to put this request form in the same envelop with your transcript. can you not send email to your university...
