Update from my side. after raising CSE one more time, India and Singapore both agreed to submit passport with Singapore VO.

Called them and recd UCI. ECAS shows "in progress". Sent enquiry mail on 7 Jan. No response yet.

I am in similar situation. Application recd : Sep 10 CC charge : 25 nov. No PER/NER till date.
