Hi Is paper based applicant required to notify CIC about the change of University, because when i called CIC call center they said that you are not required to notify CIC as you have no online application, If any paper based applicate is going through such situation please share your experience.

Does this also apply for paper based applicant because when becouse cic call agent is saying that you are not required to notify cic.

yes, same here paper based applicate can not notify through myCIC , when yesterday i called the CIC call center they said that i not required to notify CIC under new rules

not yet i will try once i enter Canada and get my study permit,

you should not do any thing righ now dont send any email to CIC now becz they can still reject you at port of entry and do not refund as university will notify CIC about that you can do what ever you what after entry into Canada but you should enter Canada little earlyer
