Hello, I have changed my way to apply to outland and currently i am filling out the statutory decleration of common law union form (5409). On the bottom of the sheet the SOLEMN DECLARATION part is asking someone to do the decleration? Who would this be?

So one more quick question for you guys. Will the process require me to go home for an interview if it was needed? Or can i do the interview here in canada if i submit my application as an outland?
