What does the passport request letter contain under "where to send your passport"? You don't necessarily need to send it directly to Paris. You could choose to send it to the nearest VAC (Visa Application Centre)

It is the same thing as the passport request (the other thread you started) They are only asking for photographs of spouse/children included in the application. Because your wife is the sponsor and your children are already Canadian citizens they are only asking for photo's of you.
