Nov 28 Applicant here. I too received the Passport request today. The online status still says 'In-Process' (since Oct 2015). A good start to the new year! :)

I am another November 28 applicant. Last month my status changed to "In-progress" with the following message "We started processing your application on April 23, 2015." I think we all are in the same lot!

It happened with me. I called CIC's helpline. They told me that it's a new product and they are still figuring out possible bugs. They asked me sent my details and my profile was activated in a hour. I almost had created another account, but didn't ended up submitting another duplicate profile...

I'm disappointed as well, just spoke with them. So 1 month for their declaration of design + 3-4 for their selection process. So, even for the profiles who stand good chances in EE, this delays the whole process by like 4 months. Have you submitted your PR application to Federal government...
