Unfortunately you just have to wait for your application. They will include the refusal letter with it. Yes I received my PER last week.

Thanks for answering! I noticed in you post history your ECAS showed "in process" before you got PER. I can only assume that what the agents are seeing in their system is practically my ECAS right? They won't give me my UCI number. Well I really hope everything goes well for all of us.
