nobody other than WES can say anything on that. some cases they have not considered PG diploma as masters and considered that as Bachelors. If that is the case you may get 22 points (worst case). You need to evaluate both the qualifications.

most likely CIC will charge the second application if you do not respond. You please call them once you get the PER with UCI/file number details and act accordingly.
