Yes after the charging you will for sure get either PER or NER by email. So they will inform you anyway. Dont worry - some PERs take longer to be sent out. Have faith and you will get it soon!

Could you please tell me whether you you had this line in your PER: Applications previously destined for Abidjan, Ivory Coast will now be transferred to Dakar, Senegal. Your application therefore will be transferred to the visa office in Dakar. Or is it just me? :(
