Yes dear, 100% sure that KSA PCC is waived if you have final exit visa. it happened to a friend in this forum, now he landed in Toronto.

I believe that the importance of the start processing date (SLU) is you can estimate the deadline for the process to finish and to get the visa stamped on your PP. Then to plan accordingly. Remember that CIC have announced 18 months from start processing date for LVO to finish processing...
