Its very difficult to explain CIC process .. If you see NOC 2173.. It capped overnight from 400 odd to 699 and then 1000.

Good question.. But no one really can confirm that you are not in CAP... You are still in the game maybe slightly less chance but yes you are not out yet.. I have seen one application in forum from SEP 4 returned for 2173 but thats for incomplete application.

This might be an indication that CIC may have counted more applications from July and August for 2174. Same may go for other Hot NOCs. They may be counted a month more than we are estimating.

I think we are not out of the game until we get documents back or reply from CIC that your document was not in cap. Or someone else gets the cap filled mail who sent application before you. Everybody here is just guessing depending on statistics and timing from spreadsheet. The problem is with...
