I am not expert, but you cannot say anything, in 2171 in one week they processed 443 file and filled the cap on 21 Nov, it was only 553 on 12 Nov. I feel they will update 2132 to 1000 by 28th Nov as they did three in last three weeks. Its only my guess.

They update based on the completeness check, but they hardly charge any CC once cap is 1000 (For example if your CC is not charged till today 26 Nov and cap is reached 1000 on 26 Nov then only 5 to 10% chances remains to make to the cap). This is the trend so far for 2171, 2173, 2174 and 1112...
