same case was happen to me but little bit of different. i was rejected on 28oct 2014. actually i was firstly rejected by u.s embassy so when i was filling form there was one question regarding any country refusal and by mistake i didnt read proper question and i just tick on NO instead of yes ...

yes you can but better first you ask for caips note it will help you to evalute the actual rejection reason for your refusal. so you can better exaplain them about thr doubt they have. Also make a strong sop.

ask for CAIPS note you will get the real reason for the rejection.
