hi, yes you will have to notify CIC for sure. There is a section which tells you in detail in their website. And you will have to extend your study permit as well. Depends how many months or days left or you haven't started your program yet, but in any case CIC has to be notified for sure

yeah its really sad, my friend got rejected as well but thinking to appeal at federal court because the reasons sound unacceptable. But don't know how much the lawyers take to appeal in court.
