Eligibility Review started today ( Sept 5th) Paper Application submitted on 20th July at VFS New Delhi. How many days it usually take from eligibility review to final decision?

I don't think they work on Saturday.. also Monday is labor day so most probably next working day would be Tuesday.

I think, you can apply TRV extension of your wife and children within canada.. you can go either online or paper application. Your wife and children's Temporary Resident Visa is fully dependent on your WP, TRV and expiry date.. it should be very straight forward.
