As per spreadsheet you are still Toronto. However Scarborough Test Center does not mean that they are processing your application. It happened with other people where their Test Center was not in same city.

Please clarify if you meant by Feb 15, 2019? or 2018?... If it's 2018 then you should have test invite by this time. Call CIC to find out more on your file. If 2019 then patience is the KEY.

If it's deleted from Gmail then it's easy to recover. It goes in archive. Restore it if you can. If it's other account (Outlook, yahoo etc) then google it to find a way to restore email.
