when will the CIC guys add an application to its Count? after the DD or CC is changed or after they see that the application is complete? if the application will be consider inside the cap only after DD is changed, then wont we be in disadvantage?

What amount should I put in DD? 1100CAD *current rate ? the rate may increase right? And is it should be from Nationalized bank? or can I take from ICICI Bank?
