We sent in my wife's passport copy on March 24, 2015 and we are still waiting to to hear back. so yes it appears that things have ground to a halt :(

we sent a color copy of all pages of the passport including the cover. It was received by HKVO on March 26, 2015. Still awaiting their response though.

Not in the July 2014 thread. I received SA and file was transferred on September 18,2014. On October 28, 2014 HKVO requested criminal check and status changed to in process on that date. We received no other update until DM on ECAS last week. I guess we are just waiting for passport request now?

application submitted July 31, 2014 and file transferred on September 18, 2014. just received decision made on ECAS today. Hope this is a good sign.
