I used the credit card of a Canadian relative to order the shipping label.

I have a little question. The PPR e-mail says: STEP 3: SUBMITTING DOCUMENTS If you and your dependents reside in Canada. There is no section for if we reside in USA, although it says the passports can be mailed back to USA. Does it mean we cannot submit passports by courier if we reside in USA?
