I suggest you can take a ratio figure based on apps which have a Fee Encashed Date so that we are sure of the charged apps. Also it is advisable to take the cap count given on 16th Dec to be upto 1st October. Based on these figures we are sure to have realistic figure.

Don't worry you will get charged soon. CIC works unpredicatably. I am a 15th Dec myself and haven't yet been charged.

CIC to begin working in next few hours. I hope we don't have a dry day today for charging as it was yesterday.

This is definitely something to worry of considering the fact that most of Nov Apps has already been charged. Send an email to CIC and wait for the response. They usually respond in 8 to 10 weeks .. but wait is the only option now.
