VO doesn't count the number of backlogs. Its the University that decides everything about your academic qualifications. If you get admitted into a good University, Your visa chances are good.

If your admission letter doesn't state the IELTS requirement, please go ahead with the visa process. I got my visa twice both without IELTS exam. It all depends on the University requirements.

Acceptance of the study permit application depends on so many other factors such as financial status, travel history, tie with your home country ,family status etc.

No its not late. I applied for my visa on 30th July, 2015 for the fall term. It took 20 days to get my visa for the university category. However it depends on from where are you applying. I applied from Bangalore, India Visa office.
