You should get your FP done again anyway as it is expired. This will speed-up process for you. You can take you old letter to FP office for it.

Yes, she was requested FP in Dec 2019. May be in 2nd review, they might have found FP report expired (over 1 year) and then FP requested again. Until you receive final oath letter, ECAS status can change in any direction, as in our case, DM status changed back to In-progress.

We have been waiting from Jan 5th when status changed to DM. This week, my wife received FP request and her status is changed back to In-Progress. It is over 4 months now and still waiting in Mississauga.

Taking spouse signature is not required as you are filling form IMM5713E. I just filled spouse name in the signature field.
