Does anyone know why the Oath letter takes forever in Vancouver? 3-5 months is unacceptable when other locations takes a couple of days or weeks.

You may apply for a Student Visa, but you have to do it outside of Canada, you cannot apply for a Student Visa within Canada, only for an extension if you currently hold a Student Visa.

I got mine 3 wks ago by regular mail. Plain brown lette-size envelope. perhaps your FOSS has more notes, that may be the reason you got a parcel instead of an envelope. Good luck!
