I am working in Kuwait and coming to India only for applying for the Student permit In Kuwait we can apply for the visa without submitting the passport so wa wondering if same was applicable in mumbai

as per my understanding If you applying to a University and have a acceptance letter from it u need to follow University checklist OR If you are applying for a college and not applyinhg through the SPP program then need to follow general Hope it helps
