I think he can stay here by his visitor visa extension (more than 6 m) if his visitor visa is still valid, but I think at the end of the process applicant and dependents need to land together or virtual landing together (Double check with experts please)

We received PR portal confirmation email and there was an attachment letter which has my parent name and file number and stating you application is approved and you need to follow the steps through the portal, they applied for OHIP with this letter. I am not sure if PPR letter has similar...

Apparently they can apply for OHIP ( in ontario) even whitout ecoPR. Just print the letter that shows their application approved and provide the rest of requirement.

I have seen people use lease agreement, means you rent your place to your parents Also you can apply ontario photo ID if they are leaving in Ontario
