You cannot just go to the CIC office instead. You’re COPR is issued by your Visa office. They will send you an official document that has you’re passport picture attached to it. It shouldn’t take too long before you get it though. I got mine one week after e-cas changed to ‘decision made’.

It’s true. The current delay is 12 weeks before the Montreal CIC office will contact you to make an appointment. So it might take over 3 months before you can activate your PR. The fastest way to activate it is by going to the closest US border and activate it there.

You need to land because only then you can apply for a social insurance number. You need that number to apply for RAMQ. Applying for RAMQ is done in one visit to their office but you will be on a 3 month waiting period at first, so it's advisable to get a private insurance for those first tree...

My visa office was Paris. I had the option to apply inland or outland but I was told outland would be faster so I applied through Paris. Turned out to be a good decision. :)
