Do I file my Temporary residence visa in person at the Consulate General of Canada in New York @ 1251 Avenue of the Americas, New York, New York 10020? I ask because the visa application center (VAC) in New York City is closed until further notice.

So the NY consulate will accept and process my Visa? I just read only VAC's can accept and process Visa's.

website wont allow me to files online. It tells me I ether don't need a visa (and I know I do) or a family sponsor. I have a criminal background and have been denied entry about 10 years ago. I need to file these papers in order to go into Canada.
