You need to submit passports at your nearest VFS office. That is the only safe and secure way and CIC mentions about using VFS for transmitting passports. Here is the link for VFS India http://www.vfsglobal.ca/Canada/india/

Hi Luckyb.. That was indeeed very fast PPR.. Congratulations.. What is your ECAS status. Did your status have Recieved Medicals before getting PPR. I got my MR on March 26 and completed Medicals on March 30. Waiting for PPR. Hope it comes as fast as yours :)
