I may be wrong, but one of the triggers for RQ is a recent stamp showing entry into Canada, so even if you rush to make it to the test you may still get RQed.

I am assuming you qualify under the pre-C-24 Act, in which case, nothing in the Act prevents you from seeking residence elsewhere. Having said that, law and practice are two different things, so it's hard to say what the impact may be.

CIC does not send correspondence outside Canada, so you would need to use an address in Canada.

It would appear you are correct, but nothing is certain yet; we will have to wait and see how and when they plan to implement that particular clause. Having said that, I think chances are that it won't apply to people that already applied.

There is a lot to be said for the ability to follow instructions. There is a reason they do not request these documents with your original application.

No effect at all. I got married while my application was pending, and when I called CIC to inform them, I got scolded by the agent, who told me that this was only relevant if I was applying for residency.

Have you tried going to the media with your story? "Waiting 7 years for citizenship" makes for a great headline!
