I got my MR back in February 19th, and the results were received by CIC at the beginning of March. There were some problems with my police certificate (i forgot to submit the original copy and CIC asked for it in February, I sent it but they didn't receive it in time) so it caused some delay...

ahh now I understand. Basically one needs to be a PR for at least 2 years before applying for citizenship, no matter how long he/she stayed in Cananda pre-PR time :(:(
