Its case to case basis. Took 4 days for me when i applied in Jan 2014.

My passport reached NY on Tuesday and were with USPS on Wednesday and in my hands on Thursday.

It means you need to send your passport for visa stamping. They must receive the passport within 30 days of sending that letter. Follow the link in PDF for address and instructions about where to send it.

i sent mine and my wife's in same envelope. I live in Detroit, so i sent them to NY. They were quite quick. Put both letters, passports and return envelope (i used priority express for return) and send it to NY. No fees. No other document
