No, I did not get my PP back. I sent them through Xpresspost on Monday evening. The Canada Post tracking number indicates that CIC received the passports yesterday (Friday).

You are absolutely right. Just send the passports. May be you can send a cover letter with passports stating your application number and UCI number, and a copy of the PPR email you got from CIC.

I think there is a confusion over here. What CIC intends to communicate in the email is the way you can submit documents asked in step 1 and 2, if you are residing in Canada (i.e. by Canada post or courier). Step 3 also mentions that CIC does not send passports outside Canada. Additional...

ecas changed to "Decision made" today, although I already got passport request on Monday, and sent the passports to Ottawa the same day. Waiting for passport return now.
