Can you please tell when your file received @ CIC. 24th Sept is the date of Receipt of PER or date of app filed?

I am unable to understand. 12th June,,, seems quite surprising. We have friends getting charged whose applications were received between 28th may to 3rd june now.. Does that mean CIC is checking the completeness first and then charging CC/DD after a week or so????? If that is the case... my...

Looks like CIC is processing less than even two applications a day.. At this speed theyy'll take around 10-12 months to process my app, by which My DD and hopes both will expire.. :(
