Just in case this info is useful for others: dropped off my passport in person. The security guy at the front wouldn't let me in without an envelope, so I went to get one, and then, once in, I was told I didn't need an envelope. Paid a $37 VAC fee there, left my passport, and went to pick it up...

I'm pretty sure that if sending the passport to the consulate (not VAC), then we don't need to pay any more fee, although the envelope costs $20 and sending it there securely probably another $20, so it's around the same. But I have read that things are maybe faster when going through the VAC...
