Neither do I think that BCPNP is prioritized. They are handled sequentially by the order they are received as far as I can tell. You can see the timeline spreadsheet that in general people get their AOR and MR in the order they were received. It is usually after MR when things are more varied...

As a matter of fact, the CPP-O people from the March/April tracking thread are still waiting... It is quite surprising to see Manilla so far ahead with processing applications, but I'm sure Ottawa will eventually work through all the applications that's piled up.
