    Bro, it is true that a Green Card holder doesn't need a Canadian visa to enter Canada. However, you will still need a US Visa even if you are a Canadian Permanent Resident to enter US. Only after becoming a Citizen, you can travel to US without any Visa. Hope this helps.

    I think that's the general instruction as well. I have seen a few GCMS notes of other applicants and it seems the time count starts from the day you received your PER. So, if you are an early May applicant and got your PER in July 2013, they will have to process it by July 2014
